Germany, which is described by one writer on culinary subjects as "a gourmet's handbook for survival" does not list a single restaurant in the whole country with anything better than a one-star rating. Therefore, it was about as sensational as if the Metropolitan Museum had picked up another Etruscan vase when the Guide Michelin came out the first week of March, as it does every year, with the promotion of four French restaurants to its three-star category. Never in the guide's history have four restaurants been promoted in the same year, and the last time any restaurant advanced in the ratings from two stars to three stars was back in 1966. The four that made it this year are Le Vivarois and Taillevent in Paris, Chez Mere Charles in Mionnay and Pic in Valence.

The Michelin makes no comments and gives no reason for this rather sensational culinary But in fact, whatever else may be happening to the quality of French life, the restaurant business is booming. In the last 10 years, approximately 3,350 new restaurants have opened in France, more than 1,000 of them in Paris. The French eat between 16 and 20 per cent of all their meals in restaurants. In addition to the four new three-star restaurants in this year's Michelin (worth a special journey), the guides promotes five establishments to its two-star category (worth a one -star list (a good restaurant). The Guide Michelin was founded by the Michelin Tire Co.

in 1900 to promote travel, touring and with it the use of its tires. It has been published every year since then except for the war years from 1940 to 1945. Continuity and longevity in itself contributes considerably to the guide's authority as the arbiter of culinary standards in France. In the postwar years it has grown, moreover, into a phenomenal publishing success. The 1972 print-run was 550,000 copies and it must have sold well since the 1973 printing of its 1,200 pages in the unchanged red hardback cover was increased to 600,000 copies.

It went on sale in early March in almost every newspapershop or bookstore in France, plus garages, tobacconists, drug stores, anywhere it might sell. This year the price is 22 francs, about $5. Everybody who buys a copy of the Michelin sets out to second-guess it ratings, but this in fact is part of the strength of its operation. An addressed form-letter for dispatch of critical comments back to Paris headquarters is included in every guide sold. During the winter months Michelin receives about 500-600 letters a month and this rises to 3,000 a month during the summer vacation season.

If an address is given, all correspondence is answered and the comments are collated as to quality, comfort, service, cleanliness and price.
